Biographical note: 
Virgílio Meira Soares holds a Bachelor's in Chemical Engineering and a PhD in Engineering (Chemical Thermodynamics). After teaching at IST, he was appointed professor at the Faculty of Sciences of the University of Lisbon in 1979. Throughout his career, as a professor and university leader, held important public positions in Portugal and with international organizations. Virgílio Meira Soares was the head of the University of Lisbon for twelve years, the second longest rector in the institution's history. Some of his functions include: deputy Director General for Higher Education (1982-1983); Secretary of State for Higher Education (1985); Rector of the University of Lisbon (1986 -1998); Member of the Portuguese Commission for the Reform of the Education System (1987-1989); Member of the Permanent Committee of the European Rectors Conference (1989-1998); Representative of Portugal on the Standing Conference for University Prob¬lems (later Committee for Higher Education and Research - CC-HER and now CD-ESR – Steering Committee for Higher Education and Research) of the Council of Europe (since 1986); Member of the Bureau of CC-HER of the Council of Europe (1995/96 and 1996/98); Vice-President of the Portuguese Rectors Conference (1993-1998); Member of different advisory groups of the Council of Europe on the Leg¬islative Reform Programme (Hungary, 1992, 1993 and 1996, Russia, 1992, Bul¬garia, 1993, Croatia, 1993, 1994, 1995, 1997, Slovenia, 1992, Slovakia, 1993, 1994, Czech Republic, 1995, 1996, 1997); Chairman of the International Quality Review team to the University of Valladolid (2000); Member of the International Advisory Board of the Hungarian Accreditation Committee (1998-2000); Representative of the Portuguese Rectors' Conference in the IHME of OECD (1999-2002); Executive Director of the Foundation of Portuguese Universities (1999-2002); President of the Evaluation Council of the Portuguese Public Universities (2002- 2006); Member of the panel evaluating proposals on Chemistry Research Projects of Irish Enterprises (2002); Evaluator of Mekelle University (Ethiopia), at the request of VLIR (Belgium), 2002; Member of the Bureau of CD-ESR of the Council of Europe (2003-2011); Chair of CD-ESR of the Council of Europe (2010-2011); Expert of the Council of Europe for the Reform of Law Faculties in Albania (2004-2005); Member of the CAHCIT (Ad-hoc Committee of Experts to plan, coordinate, monitor and evaluate the European Year of Democratic Citizenship through Education), Council of Europe (2004-2006); Co-chair of the Working Group in charge of elaborating a Feasibility study on Framework policy documents on Education for Democratic Citizenship and Human Rights Education, Council of Europe (2006-2007); Member or chair of the CRE/EUA evaluation teams on institutional quality (IEP) since 1994: thirty-five evaluations and five follow-ups; Evaluator of AERES, France (6 evaluations), 2007-2013; Evaluator of AVEPRO, Holy See (1 evaluation), 2008; Evaluator of the Government of Dominican Republic (two evaluations), 2008-2010; Evaluator of the Portuguese Higher Education Evaluation and Accreditation Agency (A3ES), since 2011; Member of the Steering Committee of the Institutional Evaluation Programme (EUA), 2014.
